Debian is transitioning from IJG JPEG library (src:libjpeg8) to
libjpeg-turbo implementation (src:libjpeg-turbo)[1] of libjpeg62 API
with "decode from memory buffer" interface (jpeg_mem_{src,dest}).

libcupsimage2-dev Depends on libjpeg8-dev | libjpeg-dev and that needs
to be changed just to libjpeg-dev, since just the first dependency
would get installed by buildds and we want to use the default libjpeg
library for all builds.

Please note that the winter^Wfreeze is coming, and this is very simple
fix, so I am going to just NMU the package and upload it to DELAYED/5.
Feel free to beat me to it with regular upload.  Thanks for
understanding, we want to finish the transition as soon as possible.
