I have tried to install cupsys and hplip. Then I have tried to
install the printer (and the fax) by means of the web interface.
Initially the web interface works, but when I want to change the
  settings I get an error:
"The connection was refused when attempting to contact localhost:631"
Simultaneously I get (in the console) another error:

cupsd: Unable to read configuration file '/etc/cups/cupsd.conf' -
  exiting!
  I enclose my file /etc/cups/cupsd.conf
