IPv6 addresses MUST be put inside brackets, e.g. [2001:4830:1244::]/64.
Otherwise they are treated like hostnames. The same is true of Apache,
which we used as a model for our IPv6 additions...
As for the resolution not working, check your DNS configuration - we just
try looking up the name for the given address and depend on the OS to do
the heavy lifting...

Steve already confirmed that using square brackets works.
I don't yet see the problem with DNS: dario.dodds.net. resolves to the
IP given in the log excerpt, so cups seem to have been able to resolve
it. Thus the 403 might just have a different cause, like the ACL being
in a wrong place? Can you please attach your complete cupsd.conf?
