Adding build dependency > gcc-15-plugin-dev [ppc64el], inside
debian/control fixes the issue.

And attached is the patch for the issue.

Control: retitle 1119973 Kpatch FTBFS on ppc64el with missing bversion.hfile included in gcc-plugins/gcc-common.h
