sigh... I really must fix this soon. the problem is that I don't know what is
at fault.

Anyway, since you have a shell open, I suggest you do the following.
Manually install the readline debs

libreadlineg2-dbg_2.1-13.2_powerpc.deb
libreadlineg2-dev_2.1-13.2_powerpc.deb
libreadlineg2_2.1-13.2_powerpc.deb

with dpkg -i <files>

it might complain about some dependencies - I don't remember- so add --force-depends
before <files>

Then do dpkg -i bash_2.02.1-1.4_powerpc.deb bash-builtins_2.02.1-1.4_powerpc.deb
Again it might complain, just add --force-depends again.
After doing this, try to open a shell.
if it works, then all is ok. if not.... then just keep this shell open! and wait for a new
bash release -should be soon, maybe after the weekend.
btw, if you by any chance use irc, i am on irc.debian.org as Feanor, usually on
debian-devel. I would gladly help.

I really hope I helped.
