Dear Maintainer,
I also ran into this issue.
For some reason, setting USETOR="no" in /etc/popularity-contest.conf does not
do the trick for me. (It still fails.)
My "temporary workaround" is now to uninstall tor. (Let's hope I don't need it
for a while.)
