I'm not sure that deb822 can express this correctly, especially in the
face of newlines and whitespace, so I would prefer something more
precise like JSON, especially since the semantics of that map directly
to programming language constructions like Perl hashes.

I think it would be better for users to know up front that the item
they are interested in does not have more details available than to
click a link to the wiki and then just get a "create new page"
suggestion, with no indication that they should read the census
instructions first or base the new page on the census template.

I'd rather not have to customise the Debian wiki 404 code because it
would only apply in our default theme, not all the other themes that
come from MoinMoin upstream that people could have enabled.
