I have no idea what is the official URL.
On the popcon project on alioth in the Source section, I see:

Anonymous access:
svn checkout svn://cvs.alioth.debian.org/svn/popcon/trunk

Read-write access:
svn checkout svn+ssh://ballombe at cvs.alioth.debian.org/svn/popcon/trunk

However, cvs.alioth.debian.org has lots of other names, including
alioth.debian.org,
svn.alioth.debian.org,
svn.debian.org
