I'm not quite sure what you mean.  If I understand the content of the
attached file, it will make sure logcheck don't complain when it finds
messages like this in the syslog:

  popularity-contest: unable to submit report to
    http://popcon.debian.org/cgi-bin/popcon.cgi.

These messages indicate an error with popularity-contest, as it should
be able to submit reports to the popcon server.  Why should these
messages be ignored by logcheck?  Perhaps the error reporting from
popcon should be changed to report important and unimportant errors
using different messages, to make it possible to ignore less important
errors while still detecting real errors in the popcon setup?
