popularity-contest should use a different method for
reporting statistics:
 1) it would be much easier if it had a built-in SMTP engine
(idea from tarzeau on #debian on Freenode)
 2) or it could send the data via HTTP POST or anything else
that doesn't require a separate program

this way many novice users will dare to install it as well

Using: Debian sid (last apt-get ugrade: 2004Mar19), Linux
2.6.4-vanilla customized
