Hi,

I recently had need to suppress the building of udebs in CI; this is 
achieved by setting the "noudeb" Build Profile.

While trying to find documentation of build profiles, which ones are 
extant and so on, I found dpkg-buildpackage(1) which describes how they 
are set, and a wiki page https://wiki.debian.org/BuildProfileSpec which 
discusses the specification for build profiles, implementation details, 
and the set of currently-registered profiles.

All of which rather feels like the sort of thing that should be in 
policy by now? Hence this bug report :)
