Note that even in this case there is a minimal common interface required
so that programms can call '/usr/bin/editor file' to let the user edit
'file'.
With devtodo added to the providers, the core "todo" capability will always give you a
list of current tasks. Devtodo uses different endpoints to go beyond that capability.
