Bug#753999: debian-policy: please switch to emacs24

Please consider making emacs-defaults produce 'emacs-nox' as well, as
virtual package depending on 'emacs24-nox'. That would make possible
future transitions (emacs25?) depend on emacs maintainer switch only.
Might it be worth checking whether also producing 'emacs-lucid',
'emacs-common', etc.
