Probably this information should be included as a footnote in policy. At this
stage, it is still unclear to me what is the expected/correct process to get
the START-INFO-DIR-ENTRY/END-INFO-DIR-ENTRY included in an info file.
The data that used to be passed to install-menu now need to be provided
higher in the chain.
