Bug#491318: init scripts "should" support start/stop/restart/force-reload - why not "must"?

Some init scripts are used only during boot and thus they only need
"start" to work properly (example: /etc/init.d/sudo). But I wouldn't mind
to require all the scripts to accept all the options.
