Bug#372522: debian-policy: Typo in 9.1.1: "'..' character" should be "'.' character"

In section 9.1.1 under the second (2) bullet there is a typo regarding
dot files.

It reads:
"such files start with the '..' character"

and should read:

"such files start with the '.' character"
