Cf. bug #169399 that discusses the somewhat more generic issue of including
doc-base at all.

I think it's high time that we give at least a modest recommendation of
doc-base in the policy manual, even if many packages don't have any hint of
it. I doubt anyone will abuse it to file mass bugs because it would require
some work to collect all the right information on what documents to register :)
