They generally follow the same capitalization conventions used for book
titles, yes[1] (all words except the "unimportant" ones).
But, we don't upper-case a package "title" either so this analogy
doesn't hold up well for capitalization.

[1] Random sampling of all books I've read with subtitles that I
bothered to record in the past 5 years, anyway.
