Bug#87994: PROPOSAL] better initscript definition, and adding 'restart-if-running'



We'll need to come up with some specific wording, but I agree with
both of these in principle.  The only issue might be: how does one
determine whether a script supports "restart-if-running"?  Perhaps
have a defined exit status (e.g., 2) if the proposed action is not
supported.
