You're right. However:
INSTALL = /usr/bin/install -c
INSTALL_PROGRAM = ${INSTALL} $(AM_INSTALL_PROGRAM_FLAGS)
INSTALL_DATA = ${INSTALL} -m 644
INSTALL_SCRIPT = ${INSTALL_PROGRAM}
Hm... you'll notice that INSTALL_SCRIPT here is quite annoying if we add
'-s'. But as it comes from the following in Makefile.in, maybe it's just
annoying:
INSTALL_SCRIPT = @INSTALL_SCRIPT@
