What creates/uses /dev/xconsole?

You misunderstood me.  I meant that since xbase-clients USES /dev/xconsole,
soe people might consider it the package's job to create that file.

I didn't say the package creates that device file -- it presently does not.

Please re-send the rest of your comments to -policy and/or -x so they can
be discussed.

BTW, the reason we use /dev/xconsole instead of /dev/console is because
people who run special programs to watch the log generally want to see more
information than is typically echoed to the console by syslog.
