The DFSG allows code that requests that the source package remains unmodified
and all modifications are distributed as patches. Our current system allows
that, unless the .tar is bzip2ed. Does the type of compression used count as a
modification? I suppose if support for gzip is left in then those packages can
be left gziped and there are no problems.
