I would guess that this comes under the clause:
Packages MUST NOT use virtual package names (except privately, amongst
a cooperating group of packages) unless they have been agreed upon and
appear in this list.
I would guess that all of the ispell packages working together would
satisfy this condition.
I recommend closing this policy-change request.
