Q: putting new perl module packages under Perl group

Hi,

 I'm preparing packages for openQA (http://os-autoinst.github.io/openQA/)
 and it needs some Perl modules doesn't exist in Debian yet.

 And I'll put them(*) to NEW Queue, but probably it'd be better to maintain
 under Perl Group umbrella. Then, what is requirement and necessary step
 for it?
