In general it makes things easier for us if the debian/ dir is not in
the published tarball-

Since we are using subversion that's probably a bit complicated :)
What I can imagine is that you clone our svn directory with git-svn,
or if you want to make changes in the Debian package you're welcome
to join the pkg-perl group and commit to the repo.
(Maybe others with more git experience than me have better ideas ...)
