Yeah, let Module::Install bundle all the declared prerequisites within 
the dist!

Seriously, there is nothing wrong in module reusage, of course. The 
problem at hand is lack of time to do the work (properly).

Not CPAN's fault :) Or, indeed a CPAN fault. CPAN should be merged 
into Debian (bringing thousands new Debian developers) ;)
