Of these three, B::PerlReq and PerlReq::Utils are in libb-perlreq-perl 
I just have uploaded.

Pod::Strip i next in my queue.

B::PerlReq & co could be very useful to dh-make-perl, I guess :)

A lot of these look like an optional build-dependency (i.i used by 
tests if present). Perhaps the real list is a bit shorter?

You "only" need to do your homework, i.e. create the list, then post 
RFH to the list.
