Indeed, a very nice initiative.

Maybe the ideas about making patches publically available in Debian
(as discussed on http://lists.debian.org/debian-devel/2008/05/threads.html )
will help here.

Until then we can of course (for the pkg-perl packages, and except
the ones that don't use a patch framework) count the files in
debian/patches (or the lines in debian/patches/{series,00list}).

And the decision if we want to start for the pkg-perl maintained
packages (which is easier but probably difficult to extend to other
packages if we rely on our svn repo and our tools) or if we try to
include all perl packages from the beginning.
