packages with .packlist

Hi,

I noticed that there're still packages containing a .packlist.  The perl
policy document only states that they should not be installed.  Is it ok
to file a bug report for this or is a wishlist better?

The affected packages are

    debsigs
    interchange
    libdevel-symdump-perl
    libfile-tail-perl
    libnet-perl
    libnet-ssleay-perl
    liburi-perl
    psh
