Yes, the whole idea is for everybody to take a snapshot of their project
from (Salsa|Github|Sourceforge|Gitlab|whatever), tar it up and drop that
tarball into the Salsa repository

You don't need to move the whole project to Salsa and you don't even
need to be using Git for the project

You don't need to be a Debian Developer to have a Salsa account, anybody
can register a guest account here:
