Probably. But it's quite useless. System requirements, install
instructions ("dpkg -i *.deb") and some stuff which might be useful:

I thought about that too long ago but I don't belive that it makes sense:

you can live with loads of copies of this and the size increase...:

Policy says .gz.
Even using bzip2 and xz don't help that much:

-rw-r--r-- 1 rene rene 13M Jun  6 12:58 ChangeLog.bz2
-rw-r--r-- 1 rene rene 12M Jun  6 13:01 ChangeLog.xz
