The Mail Merge Wizard is missing step #2, "Select document type", which gives the choice of whether the user is setting up a regular snail-mail letter merge, or whether the user is setting up an email message merge. Because this choice is not there, it defaults to a regular mail merge. So, something seems wrong with the package openoffice.org-emailmerge.
The manual for OpenOffice.org 3 does indicate that a second step of "Select document type" should be present (this is listed under the heading "E-mailing Writer documents" within the manual "OpenOffice.org3 Writer Guide").
