Bug#622301: libreoffice-l10n-he: updated settings for hebrew

Hi,

I was working on a new version for openffice.org-ctl-he, when I noticed that the file /usr/lib/libreoffice/basis3.3/share/registry/ctl_he.xcd in libreoffice-l10n-he already turns on CTL support (also for English locale and UI).

Checking that files I found two problems:
1. It turns on CTLSequenceChecking which is only relevant for Hindi. It's 
problematic for Hebrew (see #i61863).

2. It does not see Hebrew as the default CTL language, leaving Hindi as the default language if non is set in the files.

The first entry should be changed to false:
<prop oor:name="CTLSequenceChecking"><value>false</value></prop>

(this might be the default for Hebrew, if so that dropping the line from the file might be enough)
Another entry should be added:

<oor:component-data xmlns:install="http://openoffice.org/2004/installation"; oor:name="Linguistic" oor:package="org.openoffice.Office">
 <node oor:name="General">
  <prop oor:name="DefaultLocale_CTL"><value>he-IL</value></prop>
 </node>
</oor:component-data>

With these two settings I could also replace the functionality brought by openoffice.org-ctl-he package.
