How does it break the whole system? Correct, it doesn't.
Read bugs severities before you file a bug thanks. If anything,
this is "serious".

Works here. Clean squeeze chroot + OOo + aptitude -> sid

That is your fundamental problem. Anything later doesn't install because that
one does not install.

Now the question is why debconf returns 30. 

I only see some 30 in debconfs doc:

"Then after each go  command, you must test to see if the user hit the back button, and if so jump back to the previous question. If the user hit the back button, the go command will return 30."

There's no "Back" button here, so this is not relevant.

"Another fix is to check the return code of the "input" command. If it is 30 then the user is not being shown the question you asked them, and you should break out of the loop."

OK, so db_input shows 30 if the stuff is not shown. Err, why?
I mean it's set to high. Did you configure your system to not display
even "high" notes?
(Besides that, the db_go (which actually shows the question has a || true
as mandated by the doc, but the db_input not, yes)
