Try to maintain a package big as OOo which has loads of bogus bugs. You'll
soon be swamped under them and don't get them under control.
For proper bug tracking and -fixing it is important that you have a structure
and not too much non-bugs around. (Especially as the bug count is also
basis for other stuff)
Where was I unprecise btw? (Except for the typo in the call, where
I apologize for again). As you included -i18n in one of your replies:
