Of course. There's no config.status yet when there's a unpacked
source tree. it's created during build by ooo-builds configure
(and is a make-dep of everything in debian/rules / ooo-build)

Probably. Which means it will not happen on "normal" fses and thus
is not serious. It builds here and it built on the buildds after a fresh
unpack.
