Bug#546723: apt-get fails to install the package, Synaptic does

Isn't having -core pre-depending on a suitable verification package (say -check)  
an option? It would have the advantage to avoid strict pre-dependency for 
any package but for -core, which is a dependency for all others, AFAIK.
