Yeah, right, now I remember the use case. (I revisited this while
fixing OOos extension to have proper Pre-Dependencies)

I don't think that this is rare, people will often have extensions installed
before they get packaged in Debian...

As you said, if people installed it themselves, there's no old prerm
which can unregister it...
