Well, I use ctwm, but the problem was with another account that is setup
using the defaults (is it metacity?).

I changed the font size in the "appearance" preferences to be 8 instead
of 10 (for all categories).

I do not know what "Scale" is, so I'm pretty sure I'm using the default.

You could consider the bug as being a bug in the WM (because it does
not let you move the window higher than the top of the screen), but I've
seen so much dogmatism on that front that I wouldn't even bother to
report it.

Also in the case of OOo's recovery dialog, the dialog can trivially be
made smaller (it has a lot of empty space to list more files to recover,
but in my experience I have rarely if ever more than 2 files to recover).
