In openofffice.org-voikko unregistering is done both in prerm and
preinst. Prerm is handling remove and preinst upgrade & install.
The point is/was that user might have self installed ooo-voikko, so also
in the install case OOo should unregister any possible previous voikko
extensions before registering the new one. I'm not sure if it's
pointless for a Debian package to support this case or not.
But maybe anyway unregistering on upgrade should be done in prerm, not
preinst, for all packages? Or is there any possible point in having the
upgrade handled in preinst instead?
