Bug#502654: hunspell-fr: French dictionary is not working for locales outside of France

Hello,

The hunspell-fr package as it is only works for the fr_FR locale. This means that French
speakers in other locales (fr_BE, fr_CA, fr_CH and fr_LU) cannot use the spellchecker
at all in applications like OpenOffice.org, Pidgin or Tomboy. (All words are underlined
in red.)

I have attached a trivial patch which solves all of these issues and I would like to
request a freeze exception with the release team once this fix has made it to unstable.

If I can be of any assistance (for example if you prefer that I do an NMU), please
let me know.
