it's only in -common because the whole plenthora of en-US (except the -help)
is in -common

You mean I should add a directory for each language to -common?
Doesn't make sense I think.
I could add it to the various langpacks as OOo doesn't try to access that
samples/<lang> dir when openoffice.org-l10n-<lang> is not there either.

But there's no samples in either en-US or any other language, so...
