when i select a new style and apply it to a line or paragraph it changes the
current rtl mode (i was in) to ltr. it actually applies ltr as part of
setting the style. (maybe its how it should actually be?)
if this behavior is intended, then we should have a different set of rtl
styles when using rtl mode. (and that's a different bug report :-)

the Styles dialog has styles that are pre-defined (correctly) to support
english LTR documents. they do not change the RTL text flow and rely on the
Page's language flow setup. but they do change the text alignment (oups) that
causes this issue - alignment of an hebrew text to the left of the document.
so...
this is OK as far as english documents are considered and that is way it's not
a bug. it could be a WISH to have the text alignment based on the document
too but it is not technically possible right now since their is no such
option in the dialog.
MAYBE...
we should add new hebrew Styles with hebrew labels and leave the english
styles with english labels ? not sure.
currently, the english Styles labels are translated to hebrew and it is a
little bit confusion. as i expect hebrew Office to behave in an RTL norm.
SUGGESTION:
a user could/should change his/here Style settings as sees fit :-)
anyways, i close this bug.
