Uhm, no. For base you would have been right, but writer can also be used without JRE, so it doesn't make writer unusable.

Fails how?
I'll now check it in a i386 chroot myself, though. Needless to say, it works for me on my system (amd64). The Wizards for example do work fine and I can set the JRE in the Options. (And actually, I do have Sun Java 6 set right now for testing something for Sun)
Do you get any info on the console?
