I've got an US keyboard and the German umlauts mapped to Right-Alt+[aou].
This works fine in all applications I've tried so far (e.g. Emacs 21, 
GTK+2-based apps), but doesn't work with OOo - pressing an key combination
that should result in an umlaut has no effect whatsoever.

I've switched from a custom keymap to using the "compose:ralt" option
and entering Umlauts in OOo works this way (I don't know if the bug
still exists with the custom keymap, but I can't test, so I'm closing
this.
