This programm is not present any more in the 2.0 version of openoffice
(and not in any package in unstable and testing).
The program behind oopadmin is still present on the system:
/usr/lib/openoffice/program/spadmin
So please include oopadmin again or change README.Debian.gz to
/usr/lib/openoffice/program/spadmin.
