Bug#351099: openoffice.org: Positions other than "to Entire Page" (when anchor is "to page") do not work

1. Place a picture

2. Change anchor to "Page". Ok

3. Change horizontal position to, say, "centre to Page Text Area", ok

   Picture is now flush with the left margin

4. Using the mouse, move the picture up a tiny bit without moving it
   horizontally. When the mouse is released, the picture jumps to the
   left *edge* of the page

If you right-click and check picture properties after step 4, you find
that the picture is now "Horizontal from left by 0.00 to Entire Page".

(If we change also the vertical positioning in step 3, the results
would be even more unpredictable.)

This makes all settings other than "Entire Page" completely useless
for ordinary users, as it is impossible to make fine adjustments using
the mouse.

This is a new OOo 2.0 problem; OOo 1.1.x would behave as expected.
