Bug#300688: openoffice.org: force users to install openoffice.org-l10n-en, on what basis?

At the latest upgrade, in turned out that someone had the wonderful
idea to make openoffice.org dependant on openoffice.org-l10n-en.
On what basis? On what basis people that are not using en localization
should be forced to install these extra 4MB?
