Here is a proposed manpage by someone who didn't entirely understand the
program.  :-/  In any case, it's executable and in /usr/bin, so it needs a
man page.

This is part of the OpenOffice.org UDK, a component object model used by
OpenOffice.org.  UDK stands for "UNO Development Kit" and UNO stands for
"Universal Network Objects".

.B regcomp
is used to register a new component, which is in a shared library, with a
database.

This is not well documented.  Frankly, the manpage writer didn't understand
it very well.
