I can create .deb language packs with the following way, for example:
1. Obtain language packs from:
http://oootranslation.services.openoffice.org/pub/OpenOffice.org/680m74/
2. tail +133 OOo_1.9.m74_native_LinuxIntel_langpack_ja.sh >
OOo_1.9.m74_native_LinuxIntel_langpack_ja.rpm
3. alien -k OOo_1.9.m74_native_LinuxIntel_langpack_ja.rpm

Is this ok ? for you to upload them to:
http://apt.credativ.com/openoffice.org1.9-java

Are you still working on OOo_1.9.m73?
Why don't you create OOo_1.9.m74 .debs?
